Nobody could ever replace Wolfwood, no, and Nightow's sensible enough not to go that route. Even if Livio did try and fight with Vash, they wouldn't have that automatic understanding that made Vash and Wolfwood such a great team, that meant they were always in the right place when they were needed.
I don't actually think Vash 'needs' anybody. He was fighting alone for a long time before Wolfwood came along, and he coped. There's no question the two complemented one another in just about every way going - fighting style, temperament, morals - they evened out one another's edges. But while it's good for Vash to have someone and he'd certainly like to have someone, he will always get on and do things himself if he has to, because that's who Vash is. And Vash has learned things from Wolfwood that he doesn't forget just because he's gone. He remains different from how he was before.
