Harry Reid might actually be the only 'no' voter with a valid reason. As I understand it from the Washington Post, the vote can be reconsidered at a later date if a senator has changed their mind. So when it becomes obvious a measure is going to fail, one of the supporters votes no in order to 'change their mind' and raise the issue again in the future.
