It's the picture-editing software that makes the difference. I got free Photoshop software when I bought a scanner. I know it will let me make animated animated icons, and one day I'll get off my lazy ass and do it, but so far I've only made still pics.

Photoshop's pretty cool and simple. Everyone I've ever spoken to about Paintshop has said it's really tricky to learn.
